Muxtar Bahadur oglu Babayev was born on October 16, 1967, in Baku. In 1991, he graduated from the Faculty of Philosophy of Moscow State University with a degree in Political Science.
From 1991 to 1992, he worked at the State Committee on Economy and Planning of the Republic of Azerbaijan. From 1992 to 1993, he served in the Ministry of Foreign Economic Relations of the Republic of Azerbaijan. In 1994, he graduated from the Azerbaijan State University of Economics with a degree in Foreign Economic Relations.
From 1994 to 2003, he worked at the Foreign Economic Relations Department of SOCAR, and from 2003 to 2007, at the Marketing and Economic Operations Department of SOCAR. In 2000, he graduated from the All-Russian Foreign Trade Academy with a degree in World Economy.
From 2007 to 2010, he served as Vice President for Ecology at SOCAR.
From 2010 to 2018, he was Chairman of the Supervisory Board of the "Azərikimya" Production Association of SOCAR.
He was elected a Member of the Milli Majlis (National Assembly) of the Republic of Azerbaijan in 2010 and 2015.
Since April 23, 2018, he has been serving as the Minister of Ecology and Natural Resources of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated November 7, 2017, he was awarded the “Shohret” Order, and on September 19, 2012, he received the “Tərəqqi” Medal.
By the Decree of the President of the Republic of Azerbaijan dated January 4, 2021, he was appointed a member of the Supervisory Board of the Karabakh Revival Fund.
