Kamal Mehdi oglu Abdullayev was born on December 4, 1950, in Baku, Azerbaijan, to an intellectual family. His father was a teacher, and his mother was a doctor. He graduated from secondary school No. 190 in Baku in 1968.
He is the first rector of Baku Slavic University (2000-2014), Academician-Secretary of the Department of Humanities and Social Sciences of the Azerbaijan National Academy of Sciences (2011-2014), State Advisor to the President of the Republic of Azerbaijan on Interethnic, Multiculturalism and Religious Affairs (2014-2017), Rector of Azerbaijan University of Languages, Chairman of the Azerbaijan Culture Fund (Azerbaijan Creativity Foundation), full honorary member of the Turkish Language Association, full member (academician) of the International Personnel Academy of Ukraine, Honorary Doctor of Moscow City Pedagogical University and Ural Federal University, Honorary Professor of Poltava University of Economics and Trade, full member of the International Academy of Sciences of Turkic World Studies, full member of the Georgian Academy of Educational Sciences, and a member of the Russian PEN-club (Moscow).
He is a laureate of the highest award of Sofia University - "Honorary Blue Ribbon Insignia", and since 2016 he has been the editor-in-chief of the journal "Turkology" (until January 16, 1992 "Soviet Turkology") of the Azerbaijan National Academy of Sciences. His scientific interests include linguistics, literature, Turkology, and cultural studies.
In 1984, he defended his doctoral dissertation on "Theoretical Problems of Azerbaijani Syntax" in Baku.
In June 2000, by the decree of the President of the country Heydar Aliyev, he was appointed rector of the newly established Baku Slavic University. He served as rector until February 2014. During this period Baku Slavic University gained great prestige and recognition both domestically and internationally.
From 2011 to 2014, he served as Academician-Secretary of the Department of Humanities and Social Sciences of the Azerbaijan National Academy of Sciences.
In February 2014, he was appointed State Advisor to the President of the Republic of Azerbaijan on Interethnic, Multiculturalism and Religious Affairs by the President of the Republic of Azerbaijan, Ilham Aliyev.
By the decree of the President of the country Ilham Aliyev dated November 19, 2014, he was appointed a member of the Board of Trustees of the Baku International Center for Multiculturalism. On November 28, 2014, at the first meeting of the Board of Trustees of the Baku International Center for Multiculturalism, he was elected Chairman of the Board of Trustees of this organization.
On February 17, 2016, by the decision of the Presidium of ANAS, he was appointed editor-in-chief of the journal "Turkology" of ANAS.
Since 2017, by the decree of the President of Azerbaijan Ilham Aliyev, he has been appointed rector of the Azerbaijan University of Languages.
By the decree of the President of the Republic of Azerbaijan dated January 4, 2021, he was appointed a member of the Supervisory Board of the Karabakh Revival Fund.
