
One of the key priorities of the internal governance policy of the Karabakh Revival Fund, established by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev dated January 4, 2021, is the promotion of ethical conduct, transparency, and integrity among its employees.
As in previous years, throughout 2025 the Fund’s Ethics Commission — guided by the principle of ensuring that employees study and comply with relevant laws and regulations — organized awareness-raising and training sessions for staff on ethical conduct rules, combating corruption and bribery, and effective communication.
The purpose of these trainings was to promote adherence to the Fund’s internal values, norms, and rules by fostering sound individual and collective relations among employees, to promote an anti-corruption behavior model, and to ensure transparency.
During the sessions, it was noted that in accordance with the “Rules of Ethical Conduct for Employees,” every individual hired by the Fund is formally acquainted with the ethical conduct rules by a responsible person appointed by the Chairman of the Supervisory Board and undertakes, through written confirmation, to incorporate these rules into their daily conduct and apply them when making decisions. In 2025, similar induction meetings were held with newly recruited employees, during which they were provided with comprehensive information on the Fund’s ethical conduct rules.
In line with its work plan, the Ethics Commission also organized trainings on other applicable rules and regulations. Within the framework of these trainings, detailed information was provided on the “Anti-Bribery and Anti-Corruption Policy,” prevention of conflicts of interest, management of corruption risks, and internal reporting mechanisms. In addition, the most recent amendments to the Law “On Combating Corruption,” adopted on March 7, 2025, were brought to the attention of employees.
At the training on “Effective Communication” held in December 2025, the Fund’s staff were informed about the proper organization of communication, effective speech, crisis management, the Fund’s key communication objectives, and the formation of a unified communication mechanism. Attention was also drawn to the importance of establishing effective communication with internal and external audiences during crisis situations.
Training participants were further briefed on topics such as the operating principles of social media channels, key performance indicators, creation of visually engaging and impactful content, effective crisis communication strategies, and the analysis of successful crisis communication case studies.
The Ethics Commission of the Karabakh Revival Fund aims to continue its systematic activities in 2026 to ensure compliance with ethical conduct rules and to strengthen corporate values.
