On April 7, 2022, an Agreement Memorandum on cooperation was signed between the Ministry of Culture of the Republic of Azerbaijan and the Karabakh Revival Fund.

The memorandum was signed by the Minister of Culture of Azerbaijan, Anar Karimov, and the Chairman of the Executive Board of the Karabakh Revival Fund, Rahman Hajiyev.

The main purpose of the Memorandum is to collaborate on the restoration, reconstruction, and preservation of historical and cultural monuments in the liberated areas, contributing to sustainable development, the creation of favorable living conditions, and the transformation of these territories into a region of high prosperity.

The Memorandum encompasses various aspects, including the analysis of the current state of historical and cultural objects requiring restoration in the liberated territories, the establishment of mechanisms for public-private partnerships in the construction of cultural institutions, promotion, and development of creative industries in the region, among others.

Additionally, it focuses on research and analysis of historical and architectural monuments, the publication of scientific works based on analysis and research, and the dissemination of information about the history, culture, traditions, and other values of the region, including the implementation of joint projects related to declaring Shusha city as the cultural capital of the Turkic world in 2023 and the capital of Islamic culture in 2024.It should be noted that the success of restoration efforts in the liberated territories depends directly on the support and involvement of all members of society, as well as the mobilization of donations and informing the public about the extent of the damage inflicted on Karabakh as a result of the Armenian occupation.

This collaboration aims to engage a wide range of Azerbaijani society and diaspora communities in restoration and reconstruction efforts, raise awareness of the damage caused to Karabakh by the Armenian occupation, both domestically and internationally, and promote donation culture.

Both parties expressed their belief that this collaboration will play a significant role in the restoration, reconstruction, and improvement of socio-economic well-being in the liberated territories.
