Grant competitions are announced for initiatives addressing the problem of landmines and unexploded ordnance in the liberated territories.

Special note:
• NGOs must submit their project proposals electronically through the special section on the website of the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan (the relevant section will be active in the e-application section on the Agency’s portal at https://ngoagency.gov.az/az during the above-mentioned period);
• Documents related to project proposals submitted in person, by post, or by e-mail are not accepted.
Announcement of results:
After the completion of document submission, expert examination of the documents related to the project proposals submitted by NGOs will be carried out, the projects will be analyzed, and the winners will be determined. The results of the competition will be announced during the first quarter of 2026.
Maximum grant amount and implementation period:
• For small grants: 15,000 manats (implementation period up to 6 months);
• For medium grants: 30,000 manats (implementation period up to 9 months);
• For large grants: 50,000 manats (implementation period up to 12 months).
Competition topics:
The submitted projects must cover one of the following topics:
1. Conducting awareness-raising activities related to the danger of mines and unexploded ordnance (hereinafter — UXO) among citizens settled in the liberated territories, especially near the former line of contact (including persons permanently residing, working, or studying there);
2. Support for the reintegration into society of those affected by mines and UXO;
3. Assessment of risks related to the danger of mines and UXO in the liberated territories;
Documents to be submitted:
For participation in the competition, NGOs must submit the following documents in accordance with Decision No. 327 of the Cabinet of Ministers of the Republic of Azerbaijan dated 14 September 2023:
• project proposal (small, medium, large);
• project implementation plan;
• copies of the NGO’s charter, registration certificate, and extract from the state register of legal entities;
• copy of the NGO’s tax registration certificate;
• copy of the identity document of the NGO’s authorized representative;
• details of the NGO’s bank account to which the grant amount will be transferred;
The following projects are not admitted to the competition:
• projects the content of which conflicts with the Constitution of the Republic of Azerbaijan, the Laws of the Republic of Azerbaijan and other normative legal acts, and Decisions No. 327 and 328 of the Cabinet of Ministers of the Republic of Azerbaijan dated 14 September 2023;
• projects of the same content that were financed from the state budget according to the results of previous competitions;
• projects not in line with the NGO’s charter objectives;
• projects of NGOs deprived by the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan of the right to participate in the competition due to violation of obligations under a grant agreement;
• projects of NGOs that won in previous grant competitions of the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan, failed to fulfill their obligations, and have accounts receivable.
Evaluation criteria:
After passing technical expert examination, projects will be evaluated by the jury under a 100-point system according to the following criteria:
• clarity of the project objective;
• innovativeness of the project;
• justification of the implementation period of the project and its sustainability;
• compliance of the project budget with the grant amount;
• relevant experience of the NGO and the project team in the subject of the project;
• analysis of risks under the project;
• proper identification of beneficiaries under the project;
• cooperation with relevant partners and the media during project implementation;
• conformity of the project topic submitted by the NGO with its charter objectives;
• expected results from the project.
Requirements and preferential criteria for the competition:
• involvement in the project of persons injured by mines (especially those who previously worked as deminers);
• the NGO having experience appropriate to the selected topic (having implemented at least 3 projects in this direction previously);
• the NGO having experience of cooperation, in the activity area corresponding to the selected topic, with authorized state bodies or international organizations in the field of mine action;
• submission of a training program under the awareness-raising project;
• trainers intended to participate in the proposed project possessing certificates or other documents equated thereto issued in accordance with local or international standards in the relevant field;
• precise identification in the project implementation plan of the covered areas (district, city, village) and locations (school, club, other buildings), as well as of the implementation schedule.
Recommendation:
The NGO has broad freedom of choice and independently determines whether its project proposal corresponds to the small, medium, or large grant competition; there is no restriction on submitting different projects suitable for all competitions. However, it should be taken into account that the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan may finance only one project of the same NGO within a calendar year under the small, medium, and large grant competitions. It is recommended that the NGO make the correct choice and submit an application for only one of the small, medium, or large grant competitions for one project proposal.
