
On 20 October 2025, the Cooperation Forum of Azerbaijani Non-Governmental Organisations was held in the city of Khankendi.
The event, dedicated to the “Year of the Constitution and Sovereignty,” brought together state and government officials, heads of NGOs, as well as representatives of the public and the media.
At the beginning of the forum, the cherished memory of the martyrs who sacrificed their lives for the territorial integrity and sovereignty of our country was honoured with a minute of silence, followed by the performance of the State Anthem. A video clip entitled Letter to a Martyr, performed by People’s Artist Fakhreddin Manafov, was presented.
During the official opening of the forum, Elchin Yusubov, Special Representative of the President of the Republic of Azerbaijan in the city of Khankendi and the Aghdara and Khojaly districts; Tural Aliyev, Head of the NGO Affairs Sector of the Department for Work with NGOs and Communication of the Presidential Administration; and Aygun Aliyeva, Executive Director of the Agency for State Support to Non-Governmental Organisations, shared their views on the role and place of civil society institutions in strengthening the country's sovereignty, their activities in the liberated territories, and cooperation in the international arena.
In his address at the opening session, Rahman Hajiyev, Chairman of the Executive Board of the Karabakh Revival Fund, spoke about the development path of civil society and non-governmental organisations in Azerbaijan and highlighted the special attention and care that President Ilham Aliyev has shown to this field.
Referring to the cooperation between the Karabakh Revival Fund and the Agency for State Support to Non-Governmental Organisations, the Chairman of the Executive Board stressed that this partnership plays an important role in engaging civil society institutions in the restoration process of Karabakh, implementing social projects, and supporting public initiatives.
Later, the forum moderator, well-known announcer Dilara Salim, presented a video compilation featuring reflections by representatives of Azerbaijani NGOs dedicated to the “Year of the Constitution and Sovereignty.”
The forum continued its work with panel discussions titled “Azerbaijani NGOs Open to the World: Techniques of Unity against Isolation,” “Towards WUF13: New Opportunities for NGOs,” “The ‘Digital NGO’ Concept: Artificial Intelligence and Digital Solutions,” and “Turkman Heritage: Loyalty to Historical Roots.”
It should be noted that, at the end of the forum, the participants of the Cooperation Forum of Azerbaijani NGOs addressed an appeal to President Ilham Aliyev.
The event concluded with a cultural programme featuring musical performances by People’s Artist Mubariz Tagiyev, Honoured Artists Ramil Gasimov, Samira Aliyeva, and Ehtiram Huseynov, as well as young performer Ilkin Dovletov, accompanied by dance ensembles.
