Restoration and Reconstruction

Providing financial support for the restoration and reconstruction of the liberated territories from occupation is one of the fundamental tasks reflected in the Charter of the Karabakh Revival Fund.

In order to involve the broader circles of Azerbaijani society and the diaspora in restoration work and to instill a sense of necessary participation in them, the Fund will pay special attention to the restoration of the following cultural values:

a) Movable or immovable cultural heritage of great importance to the Azerbaijani people in terms of historical and artistic value (for instance, architectural, artistic or historical monuments, religious or secular objects, archaeological sites, architectural ensembles);

b) Buildings designated, as their main and actual purpose, for the preservation or display of movable cultural property referred to in sub-paragraph (a), including museums, extensive libraries, archive repositories, as well as shelters designated for the preservation of movable cultural property in cases of armed conflict;

c) Centers referred to in paragraphs (a) and (b) and intended for the storage of a significant number of cultural properties, namely “centers of concentration of cultural property”.*

Considering that the symbolic value of these objects is of particular significance to the Azerbaijani people, directing the resources and capacities of the Fund primarily to their restoration will both serve the interests of the Azerbaijani people and attract donors by positively contributing to the reputation of the Fund.

To ensure support for necessary activities, the Fund will maintain close relations with relevant government bodies (including through working groups operating under the Coordination Headquarters), as well as analyze the situation on the ground with the direct participation of representatives of relevant structural bodies.

In implementing relevant activities in this direction, the Fund will take into account, including but not limited to, the following normative legal acts:

  • The Law on protection of the historical and cultural monuments of the Republic of Azerbaijan;
  • Decree of the Cabinet of Ministers of the Republic of Azerbaijan on the approval of the classification of immovable historical and cultural monuments under state protection in the territory of the Republic of Azerbaijan based on their level of importance.
