At the beginning of this year, the Karabakh Revival Fund, in collaboration with several international experts, initiated work on the development of a multifaceted multichannel communication strategy under the name "Voice of Karabakh."

This strategy aims to promote information about the realities of Karabakh, the progress of large-scale reconstruction projects, and their impact on the sustainable future of the entire region, both domestically and internationally.

This initiative is in accordance with Article 1.1 of the Charter of the Karabakh Revival Fund, which outlines the implementation of informational support, awareness, and promotion activities within the country and abroad related to the restoration and reconstruction of the territories liberated from occupation and their transformation into a region with a sustainable economy and high prosperity.

It's noteworthy that the implementation of this communication strategy will be funded from the profits derived from the investment activities of the Fund, which amounted to 34,454,187 AZN at the end of 2022. The use of donations received by the Fund will not be considered for the implementation of these activities.

The general objectives of the "Voice of Karabakh" communication strategy, covering the years 2023-2025, can be characterized as follows:

  1. Dissemination of information about the progress and results of reconstruction works both domestically and internationally, highlighting Azerbaijan's advanced experience in the reconstruction efforts.
  2. Ensuring support from broad segments of Azerbaijani society for the reconstruction process in Karabakh through transparent communication activities.
  3. Strengthening the positive international image of Azerbaijan as an interested party in permanent peace in the South Caucasus.
  4. Attracting additional resources from local and foreign donors, investors, and partners.
  5. Combating disinformation spread by Armenia and other unfriendly forces.
  6. Promotion of the positive impact of the Karabakh Revival Fund's activities.

The primary target audience of this strategy includes various stakeholders such as government officials, opinion leaders, the business community, media representatives, international organizations, local communities, youth, students, and other segments of society, both domestically and abroad.

Projects planned within the framework of this communication strategy include the creation of the Revival.az universal communication platform dedicated to the progress of reconstruction works in Karabakh and East Zangazur, continuous PR support in local and international media, the creation of the book "The Rise and Fall and Rise Again of Heydar Aliyev and Azerbaijan," telethons under the slogan "Together for Karabakh," production of documentary films, participation in international exhibitions showcasing Azerbaijan's experience in post-conflict reconstruction, among others.

The first phase of the "Voice of Karabakh" communication strategy, covering the years 2023-2025, will focus on various initiatives, including the creation of the book "The Rise and Fall and Rise Again of Heydar Aliyev and Azerbaijan."

This project aims not only to write the book but also to develop a special internet platform, publish the book in various print and digital formats, organize presentations in Azerbaijan and abroad, and conduct a comprehensive social media and search engine optimization campaign.

The project is led by British author Grem Wilson, who is well-versed in the realities of Azerbaijan and the Armenia-Azerbaijan conflict. Wilson has authored various works about Azerbaijan, including "A Portrait of a President," "The Rise and Fall and Rise Again of Heydar Aliyev and Azerbaijan," and "The Republic of Azerbaijan: An Everlasting Desire," as well as materials exposing the illegal activities of Armenia's occupant regime in Karabakh.

To commence the work on the creation of the book, the Karabakh Revival Fund has signed a contract with "Media Prima Advertising" company, which is a resident of another country, in accordance with the requirements of the Law of the Republic of Azerbaijan on State Procurement. The contract includes additional value-added tax (18%) and tax withheld from the payment source (10%) in addition to the value of the contract (1,178,672.00 AZN). The Karabakh Revival Fund will inform the public about the progress of the "Voice of Karabakh" communication strategy and its individual components.
